This is a brief introduction to some
of the tools and techniques that state and local governments are using
to protect farmland and ensure the economic viability of agriculture.
Some of these methods are widely used. Others are new and experimental.
There are regulatory and incentive-based
strategies and a combination of both of these type programs are the
key to successful farmland preservation.
The primary advantage for regulatory strategies is that they can be
put in place relatively quickly, and typically require no public expenditure.
Large areas of farmland can be protected with a single legislative
vote. Incentive programs use voluntary techniques where landowners
can choose whether they want to take advantage of the benefits that
are offered and unlike the regulatory strategies, several of the incentive
based programs protect farmland permanently.
There is plenty more detailed information on these programs, state
laws, and other tools that are available. I am not an expert
on this subject. In fact, I'm just a concerned citizen and have
spent some of my spare time researching, talking with people, writing
letters all in effort to do my part to Preserve,
Protect and Pass On this wonderful home of ours.
